Implementation of the Program Pahlawan Ekonomi Nusantara (PENA) in Pagelaran District, Pringsewu Regency Lampung Province: Decky Irianti and Versanudin Hekmatyar The implementation of a program refers to the execution of a program involving three key elements: the program itself, program implementers, and the target groups. This research aims to provide an overview regarding 1) informant characteristics, 2) informant business profiles, 3) alignment between program eligibility requirements and target group designation, 4) correspondence between the needs of the target groups and the program assistance provided, 5) alignment between the tasks and capabilities of program implementers, and 6) the benefits of the PENA program. The method used in this research is descriptive qualitative. The study involves 8 informants. Data collection techniques include in-depth interviews, observations, and document studies. The research findings indicate that informants have initiated businesses that can serve as a basis for implementing the program. Compliance with eligibility criteria, including social assistance participation, development potential, readiness for self-sufficiency, and absence of vulnerability within families, has been met overall. The correspondence between the needs of beneficiaries and the assistance received from the PENA program is considered adequate. However, the alignment between the tasks of social assistants and their capabilities is not fully met. In its implementation, the PENA program provides economic and social benefits. The research highlights that the capacity of social assistants in monitoring and evaluation tasks needs improvement, and there is a lack of advanced capacity building for these social assistants under the PENA program. Based on the research findings, problem analysis, and resource availability, the researcher recommends optimizing the social assistance component of the PENA program in the Pagelaran Subdistrict. .Keywords: Implementation, PENA Program, Suitability ABSTRAK SALWA ANNISA KHOIRIAH, NRM 20.03.093. Implementasi Program Pahlawan Ekonomi Nusantara (PENA) di Kecamatan Pagelaran Kabupaten Pringsewu Provinsi Lampung: Decky Irianti dan Versanudin Hekmatyar Implementasi program merujuk pada pelaksanaan suatu program dengan melibatkan antara ketiga unsur implementasi, yaitu program, pelaksana program, dan kelompok sasaran. Penelitian ini bertujuan untuk memperoleh gambaran mengenai 1) karakteristik informan 2) profil usaha informan 3) kesesuaian antara pemenuhan syarat program dan penetapan kelompok sasaran 4) kesesuaian antara kebutuhan kelompok sasaran dengan bantaun yang diberikan program, 5) kesesuaian antara tugas dan kemampuan pelaksana, dan 6) manfaat program PENA.Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Informan dalam penelitian ini berjumlah 8 orang. Teknik pengumpulan data menggunakan wawancara mendalam, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan informan memiliki rintisan usaha yang dapat menjadi modal pelaksanaan usaha. Kesesuaian pemenuhan persyaratan yang meliputi kepesertaan bantuan sosial, potensi berkembang, kesiapan berdikari, dan tidak terdapat komponen rentan dalam keluarga telah dipenuhi secara keseluruhan. Kesesuaian antara kebutuhan dan bantuan yang diterima penerima manfaat program PENA dinilai sudah sesuai. Namun, tugas pendampingan sosial dan kemampuan yang dimiliki pendamping sosial belum sepenuhnya sesuai. Program PENA dalam pelaksanaannya memiliki manfaat ekonomi dan manfaat sosial. Hasil penelitian menunjukkan bahwa kemampuan pendamping sosial dalam pelaksanaan tugas pemantauan dan evaluasi, serta belum adanya peningkatan kapasitas lanjutan bagi pendamping sosial program PENA. Sesuai dengan hasil penelitian dan analisis masalah serta ketersediaan sumber, maka peneliti merekomendasikan program, yaitu: “Optimalisasi Pendampingan Sosial Program Pahlawan Ekonomi Nusantara (PENA) di Kecamatan Pagelaran”.
