The Effectiveness of the Integrated Service and Referral System (SLRT) Program in Handling Poverty in Pacitan District. Supervised by SURADI and ATIRISTA NAINGGOLAN This research aims to evaluate the effectiveness of the Integrated Service and Referral System (SLRT) program in addressing poverty in Pacitan Regency based on aspects of target accuracy, socialization, objectives, and monitoring. The SLRT program is designed to provide social services by identifying problems and needs of the poor and vulnerable, and to provide access to social security programs. This study uses a qualitative descriptive method with informants selected through purposive sampling. Data were collected through in-depth interviews, observation, and document studies, and their validity was tested using technique and source triangulation. The results showed that the target accuracy aspect was effective because SLRT succeeded in accommodating complaints and providing access to social security programs to the poor and vulnerable. However, the socialization aspect was less effective because the implementation of socialization did not directly involve the beneficiaries. The objective aspect was effective with the realization of access for the poor to multiple programs. The monitoring aspect was not effective due to the lack of community involvement. In conclusion, the effectiveness of the SLRT program in addressing poverty has not been fully achieved due to constraints in the socialization and monitoring aspects. To address these issues, the researchers propose the "SLRT Team Effectiveness Improvement Program in Socialization and Monitoring Activities through Online Platforms" with the aim of enhancing the capacity of the SLRT team in providing services and access to social security programs for the poor. Dibimbing oleh SURADI dan ATIRISTA NAINGGOLAN Penelitian ini bertujuan untuk mengevaluasi Efektivitas Program Sistem Layanan dan Rujukan Terpadu (SLRT) dalam penanganan Kemiskinan di Kabupaten Pacitan berdasarkan aspek ketepat sasaran, sosialisasi, tujuan, dan pemantauan, Program SLRT dirancang untuk memberikan pelayanan sosial dengan mengidentifikasi masalah dan kebutuhan masyarakat miskin dan rentan miskin, serta memberikan akses terhadap program jaminan sosial. Penelitian ini menggunakan metode deskriptif kualitatif dengan informan yang dipilih melalui purposive sampling. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi, serta diuji kelayakannya menggunakan triangulasi teknik dan sumber. Hasil penelitian menunjukkan bahwa aspek ketapat sasaran sudah efektif, karena SLRT berhasil menampung keluhan dan memberikan akses program jaminan sosial kepada masyarakat miskin dan rentan miskin. Namun, aspek sosialisasi masih kurang efektif, karena pelaksanaan sosialisasi belum melibatkan masyarakat penerima manfaat secara langsung. Aspek tujuan sudah efektif dengan terealisasikannya akses masyarakat miskin terhadap multi program. Aspek pemantauan belum efektif karena minimnya keterlibatan masyarakat. Kesimpulannya, efektivitas program SLRT dalam penanganan kemiskinan belum sepenuhnya tercapai karena kendala pada aspek sosialisasi dan pemantauan. Untuk mengatasi masalah ini, peneliti mengusulkan ”Program Peningkatan Efektivitas Tim SLRT dalam Kegiatan Sosialisasi dan Pemantauan melalui Platform Online” dengan tujuan meningkatkan kapasitas tim SLRT dalam memberikan layanan dan akses kepada masyarakat miskin terhadap program jaminan sosial.
