Implementasi Kebijakan Belajar Orientasi Mobilitas Disabilitas Sensorik Netra di Unit Pelaksana Teknis Rehabilitasi Sosial Bina Netra Malang Dosen Pembimbing: Krisna Dewi Setianingsih dan Popon Sutarsih Implementasi kebijakan belajar orientasi mobilitas di Unit Pelaksana Teknis Rehabilitasi Sosial Bina Netra Malang adalah sebagai sarana belajar orientasi mobilitas bagi disabilitas sensorik netra pada berbagai kondisi lingkungan dengan aman, efisien, menyenangkan, serta secara mandiri. Penelitian ini bertujuan untuk memperoleh gambaran tentang implementasi kebijakan belajar orientasi mobilitas bagi disablitas sensorik netra, yang terdiri dari beberapa aspek yaitu gambaran mengenai 1) karakteristik informan, 2) siapa yang terlibat dalam implementasi, 3) hakikat proses administrasi, 4) kepatuhan atas suatu kebijakan, dan 5)efek atau dampak dari implementasi. Metode yang digunakan adalah deskriptif dengan pendekatan kualitatif. Jumlah informan penelitian sebanyak enam orang, yang terdiri dari satu orang pekerja sosial, satu orang instruktur, dan empat orang penyandang disabilitas sensorik netra di Unit Pelaksana Teknis Rehabilitasi Sosial Bina Netra Malang. Teknik pengumpulan data yang digunakan adalah wawancara mendalam, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa implementasi kebijakan orientasi mobilitas disabilitas sensorik netra di Unit Pelaksana Teknis Rehabilitasi Sosial Bina Netra Malang ini masih belum optimal. Permasalahan yang ditemukan terdapat beberapa penerima manfaat yang belum mengikuti kegiatan program orientasi mobilitas dan berkurangnya instruktur karena akan memasuki masa pensiun. Untuk mengatasi permasalahan tersebut, maka diusulkan program “Peningkatan Pemahaman tentang Implementasi Kebijakan Belajar Orientasi Mobilitas”. Program tersebut diusulkan agar penyandang disabilitas sensorik netra memiliki pemahaman dan kemauan kembali dalam mengikuti program orientasi mobilitas di Unit Pelaksana Teknis Rehabilitasi Sosial Bina Netra Malang Kata Kunci: Implementasi Kebijakan, Orientasi Mobilitas, Penyandang Disabilitas Sensorik Netra. Implementation of the Blind Sensory Disability Mobility Orientation Learning Program at the Unit Pelaksana Teknis Rehabilitasi Sosial Bina Netra Malang Supervisor: Krisna Dewi Setianingsih and Popon Sutarsih The implementation of the mobility orientation learning policy at the Malang Blind Social Rehabilitation Technical Implementation Unit is as a means of learning mobility orientation for blind sensory disabilities in various environmental conditions in a safe, efficient, enjoyable and independent manner. This research aims to obtain an overview of the implementation of a mobility orientation learning policy for blind sensory disabilities, which consists of several aspects, namely a description of 1) the characteristics of informants, 2) who is involved in implementation, 3) the nature of the administrative process, 4) compliance with a policy , and 5) the effect or impact of implementation. The method used is descriptive with a qualitative approach. The number of research informants was six people, consisting of one social worker, one instructor, and four people with visual sensory disabilities at the Malang Blind Social Rehabilitation Technical Implementation Unit. The data collection techniques used were in-depth interviews, observation and documentation studies. The research results show that the implementation of the mobility orientation policy for blind sensory disabilities in the Malang Blind Social Rehabilitation Technical Implementation Unit is still not optimal. The problems found were several beneficiaries who had not participated in the mobility orientation program activities and a lack of instructors because they were entering retirement. To overcome this problem, the program "Increasing Understanding of the Implementation of the Mobility Orientation Learning Policy" is proposed. This program is proposed so that people with visual sensory disabilities have an understanding and willingness to return to take part in the mobility orientation program at the Malang Blind Social Rehabilitation Technical Implementation Unit Keywords: Policy implementation, Mobility Orientation, People with Visual Sensory Disabilities.
