Program ATENSI merupakan program rehabilitasi sosial untuk memulihkan dan mengembangkan keberfungsian sosial. Penelitian ini bertujuan untuk mengkaji implementasi aspek-aspek program ATENSI dengan mengkaji lebih dalam tentang
1) karakteristik penyandang disabilitas; 2) proses pelaksanaan dukungan pemenuhan kebutuhan hidup layak; 3) proses pelaksanaan perawatan sosial; 4) proses pelaksanaan dukungan keluarga; 5) proses pelaksanaan terapi; 6) proses pelaksanaan keterampilan vokasional; 7) proses pelaksanaan bantuan sosial dan asistensi sosial; 8) proses pelaksanaan dukungan aksesibilitas; 9) faktor pendukung dan penghambat pelaksanaan ATENSI berbasis residensial bagi penyandang disabilitas di Sentra Wyata Guna Bandung. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data 1) wawancara mendalam; 2) studi dokumentasi; dan 3) observasi. Sumber data yang digunakan adalah sumber data primer dan sekunder dengan enam orang informan yang terdiri dari pegawai dan penyandang disabilitas. Data hasil penelitian kemudian dianalisis menggunakan teknik analisis data kualitatif. Hasil penelitian menunjukan bahwa implementasi program ATENSI berbasis residensial bagi penyandang disabilitas di Sentra Wyata Guna Bandung dilaksanakan sesuai dengan Permensos No. 7 Tahun 2022 tentang Asistensi Rehabilitasi Sosial. Proses implementasi menggunakan pendekatan manajemen kasus, yang dimulai dari tahap identifikasi masalah hingga monitoring dan evaluasi. Temuan penelitian bahwa kompetensi Sumber Daya Manusia (SDM) yang tidak merata dalam penanganan dan pelayanan ragam disabilitas di Sentra Wyata Guna Bandung. Keadaan tersebut berdampak pada tidak maksimalnya pelaksanaan ATENSI berbasis residensial untuk memberikan pelayanan rehabilitasi yang optimal bagi seluruh ragam disabilitas. Sehubungan dengan hal tersebut, maka diusulkan program yaitu “Peningkatan kompetensi Sumber Daya Manusia (SDM) pegawai dalam penanganan ragam penyandang disabilitas di Sentra Wyata guna Bandung”.

ATENSI program is a social rehabilitation program to restore and develop social functioning. This study aims to examine the implementation of aspects of the ATENSI program by examining more deeply the 1) characteristics of persons with disabilities; 2) the process of implementing support for meeting the needs of a decent life; 3) the process of implementing social care; 4) the process of implementing family support; 5) the process of implementing therapy; 6) the process of implementing vocational skills; 7) the process of implementing social assistance and social assistance; 8) the process of implementing accessibility support; 9) supporting and inhibiting factors for the implementation of residential- based ATENSI for persons with disabilities at the Sentra Wyata Guna in Bandung. This study uses a descriptive qualitative approach with data collection techniques
1) in-depth interviews; 2) documentation studies; and 3) observation. The data sources used are primary and secondary data sources with six informants consisting of employees and persons with disabilities. The research data were then analyzed using qualitative data analysis techniques. The results of the study show that the implementation of the residential-based ATENSI program for persons with disabilities at the Sentra Wyata Guna Bandung is carried out in accordance with Permensos No. 7 of 2022 concerning Social Rehabilitation Assistance. The implementation process uses a case management approach, which starts from the problem identification stage to monitoring and evaluation. The research findings are that the competence of Human Resources (HR) is not evenly distributed in the handling and service of various disabilities at the Sentra Wyata Guna in Bandung. This situation has an impact on the implementation of residential-based ATENSI that is not optimal to provide optimal rehabilitation services for all types of disabilities. In this regard, a program is proposed, namely "Increasing the competency of human resources (HR) of employees in handling various types of persons with disabilities at the Sentra Wyata Guna Bandung".
