dc.description.abstract | ABSTRAK BAMBANG RANUSAL, 19.03.050. Implementasi Sistem Layanan Dan Rujukan Terpadu (SLRT) “Manjur” Di Dinas Sosial Kabupaten Cianjur. Dosen Pembimbing : Decky Irianti dan Helly Ocktilia Implementasi sendiri merujuk tentang keberhasilan suatu kebijakan, penelitian ini bertujuan untuk memperoleh gambaran empat aspek dalam menentukan keberhasilan kebijakan : 1) komunikasi, 2) sumber daya, 3) disposisi, dan 4) struktur birokrasi. Metode yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif. Teknik menentukan sumber data dalam penelitian ini menggunakan purposive sampling. Teknik pengumpulan data dalam penelitian ini menggunakan teknik wawancara, observasi, dan studi dokumentasi. Adapun uji keabsahan data dalam penelitian ini menggunakan triangulasi teknik, dan triangulasi sumber. Analisis data dalam penelitian ini menggunakan teknik reduksi data (data reduction), penyajian data (display data), dan penarikan kesimpulan (Conslusing Drawing Verification). Hasil penelitian berdasarkan hasil dari melakukan wawancara, observasi, dan studi dokumentasi kepada informan menunjukkan bahwa implementasi komunikasi yang berkaitan tentang penyampaian atau transmisi tujuan, fungsi, alur pelayanan atau Standar Operasional Prosedur (SOP), dan penyampaian tentang pelayanan yang ada di Sistem Layanan dan Rujukan Terpadu (SLRT) “Manjur” Dinas Sosial Kabupaten Cianjur kepada masyarakat belum dilaksanakan dikarenakan anggaran khusus untuk mensosialisasikan Sistem Layanan dan Rujukan Terpadu (SLRT) tidak ada dan Sumber Daya Manusia yang dimiliki tidak cukup untuk melakukan sosialisasi kepada masyarakat atau kelompok sasaran sehingga mengakibatkan hambatan dari sasaran Sistem Layanan dan Rujukan Terpadu (SLRT) seperti masyarakat atau kelompok sasaran tidak mengerti tentang tujuan, fungsi, alur pelayanan atau Standar Operasional Prosedur (SOP), dan penyampaian tentang pelayanan yang ada di Sistem Layanan dan Rujukan Terpadu (SLRT) “Manjur” Dinas Sosial Kabupaten Cianjur . Program yang diusulkan yaitu peningkatan kapasitas pengurus Sistem Layanan dan Rujukan Terpadu (SLRT) “Manjur” Dinas Sosial Kabupaten Cianjur dalam pelaksanaan sosialisasi kepada masyarakat atau kelompok sasaran. The method used in this study is descriptive qualitative method. The technique of determining the source of data in this study used purposive sampling. Data collection techniques in this study used interviews, observations, and documentation studies. The validity test of the data in this study uses triangulation techniques, and source triangulation. And data analysis in this study uses data reduction techniques, data presentation (display data), and conclusion drawing (Conslusing Drawing Verification). The results of the study based on the results of conducting interviews, observations, and documentation studies to informants show that the implementation of communication related to the delivery or transmission of objectives, functions, service flows or Standard Operating Procedures (SOP), and delivery of services in the Integrated Service and Referral System (SLRT) "Manjur" Cianjur Regency Social Office to the community has not been implemented because the special budget to socialize the Integrated Service and Referral System (SLRT) does not exist and the Human Resources owned are not enough to socialize to the community or target groups so that resulting in obstacles from the targets of the Integrated Service and Referral System (SLRT) such as the community or target group not understanding the objectives, functions, service flows or Standard Operating Procedures (SOP), and delivery of services in the Integrated Service and Referral System (SLRT) "Manjur" Cianjur Regency Social Office. The proposed program is to increase the capacity of the management of the Integrated Service and Referral System (SLRT) "Manjur" Cianjur Regency Social Office in the implementation of socialization to the community or target groups.
