Abstract

MEIDA FAHREZAWATI, NRP.17.04.320 Pelayanan Sosial Anak Berbasis Lembaga Kesejahteraan Sosial Anak (LKSA) Terhadap Anak Terlantar Di UPTD Pusat Pelayanan Sosial Griya Ramah Anak (P2SGRA) Dinas Sosial Provinsi Jawa Barat. Dibimbing oleh Aep Rusmana dan Ayi Haryani. Tujuan penelitian ini untuk mengkaji mengenai Pelayanan Sosial Anak Berbasis Lembaga Kesejahteraan Sosisl Anak (LKSA) terhadap Terlantar di UPTD Pusat Pelayanan Sosial Griya Ramah Anak (P2SGRA) Dinas Sosial Provinsi Jawa Barat. Adapun aspek yang diteliti yaitu mengenai martabat anak sebagai manusia, perlindungan anak, identitas, partisipasi, makanan dan pakaian, pendidikan dan kesehatan, privasi, pengaturan waktu, kegiatan pekerjaan, tata tertib dan disiplin anak. .Metode yang digunakan yaitu kualitatif deskriptif. Pemilihan narasumber dilakukan secara purposive sampling terhadap 7 orang informan yakni 1 orang Ketua Tim Kerja Pemenuhan Pelayanan Kebutuhan Dasar, 2 orang Peksos, 1 Pengasuh dan 3 Anak Asuh. Teknik pengumpulan data yang digunakan yaitu wawancara mendalam, observasi dan studi dokumentasi. Uji keabsahan data menggunakan uji credibility, transferability, dependability, confirmability dan dianalisis menggunakan analisis kualitatif yakni analisis sebelum dan saat di lapangan. Hasil penelitian di UPTD P2SGRA menunjukan bahwa, (1) martabat anak sebagai manusia diberikan oleh lembaga dalam bentuk kebijakan yang melarang adanya tindakan diskriminasi yang dapat menjatuhkan harga diri anak, (2) perlindungan anak yang diberikan berupa kebijakan, prosedur pelaporan, pencegahan, lingkungan yang aman, kerahasiaan laporan mengenai laporan kekerasan anak, (3) perkembangan anak diberikan melaui dukungan kegiatan, materi, kemandirian menejemen waktu, (4) identitas anak diberikan dalam bentuk dokumen dan pemahaman identitas diri, (5) relasi anak diberikan melalui dukungan fasilitas dan kebijakan yang mengatur pertemuan anak dengan orangtua, teman, pengasuh, (6) partisipasi anak diberikan dengan memberikan kesempatan bersuara dan memilih (7) makanan dan pakaian yang sesuai standar,(8) akses terhadap pendidikan dan kesehatan memenuhi standar namun kurang dukungan orangtua, (9) privasi atau kerahasiaan pribadi anak yang terjaga, (10) pengaturan waktu anak, (11) kegiatan atau pekerjaan anak di LKSA di mana lembaga melarang anak melakukan pekerjaan yang mengganggu perkembangan anak, (12) tata tertib dan sanksi tersusun dengan baik. Terdapat 3 permasalahan ditemukan yaitu kurangnya kerjasama orangtua dengan lembaga dalam melaksanakan peran dan tanggung jawab pengasuhan anak, intensitas pertemuan orang tua dengan anak yang terlalu sering dapat mengganggu kemandirian anak, dan belum maksimalnya program pembinaan orang tua. Maka dari itu, dilakukan upaya penangan masalah melalui program “Kolaborasi Pengasuhan antara Orang tua dengan LKSA” melalui metode COCD dengan teknik Capacity Building, Dinamika Kelompok, ice breaking dan Simulasi. The aim of this research is to examine child social services based on Child Social Welfare Institutions (LKSA) for abandoned children at the UPTD Child Friendly Home Social Service Center (P2SGRA) of the West Java Provincial Social Service. The aspects studied are regarding children's dignity as human beings, child protection, identity, participation, food and clothing, education and health, privacy, time management, work activities, rules and discipline of children. .The method used is descriptive qualitative. The selection of sources was carried out by purposive sampling of 7 informants, namely 1 Head of the Work Team for Fulfillment of Basic Needs Services, 2 Social Workers, 1 Caregiver and 3 Foster Children. The data collection techniques used were in-depth interviews, observation and documentation studies. Test the validity of the data using credibility, transferability, dependability, confirmability tests and analyzed using qualitative analysis, namely analysis before and while in the field. The results of research at UPTD P2SGRA show that, (1) the dignity of children as human beings is provided by institutions in the form of policies that prohibit acts of discrimination that can lower children's self-esteem, (2) child protection is provided in the form of policies, reporting procedures, prevention, and a safe environment. safe, confidentiality of reports regarding reports of child violence, (3) child development is provided through support with activities, materials, independence in time management, (4) child identity is provided in the form of documents and understanding of selfidentity, (5) child relationships are provided through support from facilities and policies which regulates children's meetings with parents, friends, caregivers, (6) children's participation is provided by giving them the opportunity to speak and choose (7) food and clothing that meets standards, (8) access to education and health meets standards but lacks parental support, (9 ) the child's privacy or personal confidentiality is maintained, (10) the child's time management, (11) the child's activities or work at LKSA where the institution prohibits the child from doing work that interferes with the child's development, (12) the rules and sanctions are well structured. There were 3 problems found, namely the lack of cooperation between parents and institutions in carrying out the roles and responsibilities of caring for children, the intensity of parentchild meetings which are too frequent which can disrupt the child's independence, and the parent development program has not been maximized. Therefore, efforts were made to handle the problem through the "Collaborative Parenting between Parents and LKSA" program using the COCD method with Capacity Building techniques, Group Dynamics, ice breaking and Simulation.
