Abstract

Dosen Pembimbing: MEITI SUBARDHINI dan SULISTYARY ARDIYANTIKA Perubahan paradigma layanan yang saat ini beralih menjadi multifungsi layanan telah membawa tantangan tersendiri bagi pelaksanaan program Asistensi Rehabilitasi Sosial (ATENSI). Tak hanya itu, layanan melalui respon kasus rupanya juga mengalami penyesuaian dalam merespon ragam masalah sosial yang membutuhkan penanganan segera dan mendesak untuk dilayani.Penelitian ini bertujuan untuk mengkaji: 1) proses pelaksanaan; 2) jenis program layanan; 3) faktor pendukung; dan 4) faktor penghambat program layanan ATENSI melalui respon kasus di Sentra “Wyata Guna” Bandung. Pada penelitian ini digunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupawawancara mendalam, studi dokumentasi, dan observasi.Data hasil penelitian kemudian dianalisis menggunakan teknik analisis data kualitatif. Hasil penelitian menunjukkan bahwa implementasi program layanan ATENSI melalui respon kasus di Sentra “Wyata Guna” Bandung telah merujuk pada tahapan-tahapan pekerjaan sosial dan model manajemen kasus mulai dari penerimaan laporan, koordinasi, kontak awal dan identifikasi masalah, asesmen, perencanaan layanan, pemberian layanan, monitoring dan evaluasi, hingga terminasi. Namun demikian, hasil temuan penelitian menunjukkan bahwa strategi untuk mempersiapkan SDM dalam merespon ragam masalah sosial melalui respon kasus dinilai belum sesuai dengan kebutuhan pelayanan. Pekerja sosial sebagai pelaksana respon kasus belum memiliki keterampilan dalam merespon ragam masalah sosial. Hal tersebut berdampak pada ketidakseimbangan antara kebutuhan pelayanan dengan kapasitas yang dimiliki oleh pekerja sosial dalam merespon ragam masalah sosial. Kompleksnya permasalahan pada klaster anak diiringi dengan tingginya kasus yang ditangani melalui respon kasus menuntut pekerja sosial harus memiliki kemampuan secara khusus dalam menangani dan memberikan pertolongan pada klaster anak. Maka dari itu diusulkan program “Plesiran: Pelatihan Maksimalkan Peran” yang merupakan rangkaian kegiatan pelatihan manajemen kasus bagi pekerja sosial di Sentra “Wyata Guna” bandung dalam memberikan layanan melalui respon kasus pada klaster anak. Supervisor: MEITI SUBARDHINI and SULISTYARY ARDIYANTIKA The change in service paradigm which is currently turning into multifunctional services has brought its own challenges to the implementation of the Social Rehabilitation Assistance (ATENSI) program. Not only that, services through case response seem to have also experienced adjustments in responding to a variety of social problems that require immediate and urgent handling to be served. This study aims to examine: 1) the implementation process; 2) type of service program; 3) supporting factors; and 4) inhibiting factors for the ATENSI service program through case responses at Sentra “Wyata Guna” Bandung. In this study used a descriptive qualitative approach with data collection techniques in the form of in-depth interviews, documentation studies, and observation. The research data were then analyzed using qualitative data analysis techniques. The results showed that the implementation of the ATENSI service program through case response at Sentra “Wyata Guna” Bandung has referred to the stages of social work and case management models starting from receiving reports, coordination, initial contact and problem identification, assessment, service planning, service delivery, monitoring and evaluation, to termination. However, the research findings indicate that the strategy to prepare human resources to respond to various social problems through case responses is considered not to be in accordance with service needs. Social workers as executors of case response do not yet have the skills to respond to various social problems. This has an impact on the imbalance between service needs and the capacity possessed by social workers in responding to various social problems. The complexity of the problems in the child cluster, coupled with the high number of cases handled through a case response, requires social workers to have special skills in handling and providing assistance to the child cluster. Therefore, the “Plesiran: Training Maximizes Role” program is proposed which is a series of case management training activities for social workers at Sentra “Wyata Guna” Bandung in providing services through case response to child clusters.
