NAJIB MINHAJU THOLIBIN, 18.04.092. Peran Pekerja Sosial dalam Pendampingan Anak yang Berhadapan dengan Hukum di Lembaga Konsultasi Kesejahteraan Keluarga (LK3) Kota Tasikmalaya, Dibimbing oleh Denti Kardeti dan Eri Susanto.
Kasus permasalahan anak di Indonesia dikategorikan sebagai Penyandang Masalah Kesejahteraan Sosial (PMKS). Di dalam permasalahan anak tersebut, terdapat kategori Anak yang berhadapan dengan hukum (ABH). Anak yang berhadapan dengan hukum merupakan seorang anak yang sedang terlibat dengan masalah hukum atau sebagai pelaku tindak pidana. Dimata hukum, anak belum dianggap mampu untuk mempertanggungjawabkan perbuatannya, karena usianya yang belum dewasa dan sedang bertumbuh berkembang, sehingga berhak untuk dilindungi sesuai dengan undang-undang. Undang-undang Nomor 11 Tahun 2012 tentang Sistem Peradilan Pidana Anak (UUSPPA) menyebutkan bahwa dalam menangani permasalahan anak perlu adanya pendamping bagi anak. Penelitian ini bertujuan untuk memperoleh gambaran yang jelas dan mendalam terkait implementasi peran pekerja sosial dalam pendampingan anak yang berhadapan dengan hukum di Kota Tasikmalaya. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Sasaran penelitian ini merupakan pekerja sosial yang ada di Kota Tasikmalaya dan Ketua Lembaga Konsultasi Kesejahteraan sosial Keluarga (LK3) Kota Tasikmalaya. Hasil penelitian ini menunjukkan bahwa pekerja sosial telah melaksanakan peran fasilitator, broker, mediator, pembela, dan pelindung dengan sangat baik. Namun pada pelaksanaan setiap perannya belum optimal dikarenakan jumlah pekerja sosial yang bertugas di LK3 Kota Tasikmalaya hanya dua orang. Berdasarkan permasalahan tersebut, maka peneliti merekomendasikan program “Sosialisasi Peran Pekerja Sosial dan Pembentukan Tim Kerabat Keluarga”. Usulan program pada penelitian ini terdiri dari dua kegiatan utama yaitu Sosialisasi mengenai profesi pekerja sosial dan pelatihan bagi tim Kerabat Keluarga.

Cases of child problems in Indonesia are categorized as Persons with Social Welfare Problems Based on the Regulation of the Minister of Social Affairs Number 8 of 2012 concerning Guidelines for Data Collection of PMKS and PSKS. In children's problems, one of them is the category of Children in Conflict with the law. A child who conflict the law is a child who is involved with legal problems or as a criminal offender. In the eyes of the law, children are not considered capable of being held accountable for their actions, because they are immature and growing up, so they have the right to be protected in accordance with the law. Law Number 11 of 2012 concerning the Juvenile Criminal Justice System states that in dealing with children's problems, it is necessary to have a Assistance for children. The purpose of the study is to obtain a clear and in-depth description of implementation of the role of social worker in assistance for children in conflict with the law in Tasikmalaya City. The method used in this research is a descriptive method with qualitative approach. The targets of this study were social workers in Tasikmalaya City and heads of the Tasikmalaya City Family Social Welfare Consultation Institute (LK3). The results of this research show that social workers have performed the role of facilitators, brokers, mediators, advocate, and protectors very well. However, the implementation of each role has not been optimal because the number of social workers on duty at LK3 Tasikmalaya City is only two people. Based on these problems, the researcher recommended the program "Socialization of the Role of Social Workers and the Formation of Family Relatives Team". The program proposed in this study consists of two main activities, namely socialization of the social worker profession and training for the Family Relatives team
